If the race was permitted by City Govt. Then there is no case on this driver at all.
If the race was illegal he is surely going to be hanged according to law. If we follow.
If the race was legal the City Govt and Race managers might become guilty that it didn't provide good safety measure. Like on which side and on how much distance should people stand. Etc etc
