This incident took place in Uttar Pradesh (UP) which is a lawless land and the shithole of India. In contrast, J&K is doing quite well in most HDI indicators. The Kashmiri protestors/resistance are dealt with by the local police and army as it is related to national security. Although there have been several atrocities committed in Kashmir, it's nothing compared to what happens in UP, Bihar where people are treated like dirt and feudalism is still practiced.

Loser men, who get a high out of being some goon's lackey and being rewarded with country pistols, cheap liquor and nautanki girls. I don't visit UP often, but whenever I do, and if I am driving and find a white Scorpio with a political party's flag on it tailgating me, I simple give way. It is not worth it. But there is not much you can do if you are walking and the same Scorpios ram into you mercilessly. A drag on the nation, and unfortunately the most influential politically. What a miserable combination.
