India's military and economic muscle has increased more than Pakistan's has increased since the last war.

And the same reason why Pakistan built nuclear weapons in the first place and built Nasr tactical missile which is to be armed with tactical nuclear weapons.

It built them because it knows it will get defeated in a war and thus has to keep the threat of nuclear weapons to prevent India from invading Pakistan.

India knows who will win, Pakistani Government knows who will win, even Pakistani Army knows who will win (by virtue of building Nasr). Everyone is on the same page.

It is only the Pakistani public who seems to be unaware of what will happen.
