NEW DELHI: In what could be a wake-up call for the Centre to fix weaknesses in the Swachh Bharat initiative, nearly 71% respondents in an online poll conducted by a social media group feel cleanliness in their cities and towns has not improved much in the past one year and want a greater municipal-citizen connect.

The online poll on "localcircles", which has over 3 lakh participants, provides a strong feedback that municipalities need a big technology and skill upgrade and need to improve actual delivery of sanitation services at the ground level. Involving citizens in the cleanliness drives as well as in advocacy will also help, the poll indicates.

Swachh Bharat mission was launched by Prime Minister Narendra Modi on October 2 last year.

The poll has brought to light the big gap in capacity of municipal bodies, which are primarily responsible for collection, transportation and treatment of both solid and liquid waste in urban areas.

According to the poll, 94% respondents felt municipal bodies need a major upgrade in skills, processes, equipment system and leadership as well. Some 96% felt municipal and city leaders should connect with citizens for the success of Swachh Bharat mission.

A senior government official said the findings of such surveys will help in planning the next course of action. "Efforts are being made to sensitize the municipal authorities and we have been monitoring the progress. It's a time taking programme. We are providing technical and financial assistance to urban local bodies to implement the scheme," the official added.

According to latest government data, 1.42 lakh tonnes of solid waste was generated per day in urban areas in July and only 15.33% of it was processed, indicating how under-equipped municipal bodies are to handle the mammoth task. They also face a problem in terms of lack of a dedicated municipal cadre that can bring qualified economists, public policy graduates, environmentalists and engineers into city administrations.

While one of the key components of the mission in urban areas to create more public toilet facilities, over three-fourth of respondents in the online poll said the availability of toilets has not increased in the one year. More than 70% of the respondents also pointed out how local municipalities are not seriously engaged in the scheme and driving the "cleanliness/ civic sense" initiatives on the ground.

Considering that cities are competing with each other to get the Smart City tag, 88% of the respondents said that municipal bodies that implement Swachh Bharat mission effectively should be considered as the key parameter for this scheme.

Even an analysis of the cities and towns that have been shortlisted for three major urban development scheme — Smart City, Atal Mission for Rejuvenation and Urban Transformation and Heritage City Development and Augmentation Yojana — shows how the common underlying concern is ensuring sanitation under all these programmes. Most of the urban areas have poor ranking so far their Swachh Bharat rankings are concerned.

The urban component of Swachh Bharat Mission includes construction of 1.04 crore individual household toilets, over five lakh community and public toilet seats and 100% door-to-door collection of solid waste and its transportation and disposal.

There is probably an element of truth to it. I would not dismiss it out of hand.

The mechanics have to be better coordinated and implemented.

Also rural toilet campaign has some notable flaws...in that there is a rush to construct numbers without tackling behaviour patterns and enough capacity and functionality in these toilets (they are mostly crude pit latrine design and there are concerns that they fill up too quickly and need frequent manual waste extraction....so people that are getting them are still reluctant to use them due to the smell generated in the vicinity).

Numbers are not everything, I hope Modi realises this. There needs to be a second more coordinated wave to increase utility, education and quality of this sanitation infrastructure.

Intent and drive is good with this administration. But there needs to be greater attention to detail and follow up studies and improvements.

If anyone can post clear sources that show my opinion is wrong....I welcome this. We must not support this administration blindly...just like we must not automatically not support it/criticize it blindly.

As predicted....

What we need to do is to enforce stricter laws and working waste management systems in larger cities.

His campaign had a great goal... but there is much more work needed to reeducate a country of +one billion people, with many having the absolute minimum level of education.

And whose responsibility is that to keep the neighborhoods and as a whole the cities clean!!At least our hon'able P.M. tried to inspire us to make our country clean,for me this is more than enough.Now its upto us to decide whether we want to keep our cities and the country as a whole clean or not!!The reality is that we Indians suck big time when it comes to cleanliness and this is the apparent reason why "Swachch Bharat" Mission despite having the backing up of the P.M. himself is failing:coffee:!!

29% agree is a huge thing for country like india in just 1.5 year ...
29% probably didn't understand the question.

Municipalities are to blame as well. All the street cleaners moonlight. There aren't enough rubbish bins. If they repair and paint and make things look good people will maintain. Look how the metro works. It is spotlessly clean. The same public is using it right. But the metro is maintained well so people respect it.

And its also our responsibility to drive on the left side, to wear helmets (Although many wont acknowledge that), to pay taxes, to not kill people etc etc etc ...

But does that mean that we dont need laws to enforce those things? Does that mean that we dont need facilities to help us in these things?

An appeal to our conscience wont change anything.

We need strict laws on this.
And you cannot expect the residents of a multimillion city to clean their own waste on their own, modern waste management is the need of the hour.

Our status as a dirty country is the smallest concern here, the damage to human life (You know how many thousands die each year due to simple infectious diseases each year?), economy (You know how much it costs to treat all these people?) and our nature (Should be self explaining) is much much worse and of more concern.

So there is a reason for you to cheer.

This means that 29 feels that swachha bharat has made some impact. Very good begining.

Hit or flop...someone has to take the initiative

This is failing because govt alone can not guarantee cleanliness untill each and every individual contributes

Hence education, self-worth and realisation of dignity are needed.

Modi efforts should be seen as a spark to light a fire that will take some time to fully take hold among damp wood.
