And i'm not at all surprised. In-fact Iran has a lot of potential and can easily become the Germany of middle east.

Becoming German of the middle does not mean jack bro. Middle eastern nations are backward. Other than Iran and Israel what other nations can even compare? Iran needs to want to start reaching level the likes of Japan and Germany and not want to become their version in our region. If Iran invested properly in our scientific institutes and had proper management, then believe me,Persians will once again reach the forefront of science as we once were.

Good work by Iran. Also the R&D spending in Iran is one of the highest in Islamic states

Actually, Iranian R&D is very small still. Just imagine what we could be if we spent something like 2.5% of our GDP on science and technology.

The ranking that I could found on internet by google searching is for 2011, certainly in 2015 Iran has higher ranking.

Then don't you think it would be better to wait for more in date ranking? this ranking is few years old. I think Iran was last ranked 12th. But I am not sure.

What i meant to say was Iran has the potential to become the next Germany... And off-course , we already know that in Middle East Iran is second to Israel in terms of R&D and Engineering.

Its not about the amount , there are more factors as H index , quality of a paper.

As an half academician i know approach of " text" printers in turkey as see also in the iran ( also i have seen in italy / spain / portuquese) their main target to produce papers and got them published in low reputation journals from India / Poland .
There is no act against India , but just i know some journals which is publishing whatever send , or also china ,i know many articles i caught mistakes and reporter to publisher, basically nothing happened.

It would be better in which journals those scientific papers are published, because there is a different between a scientific paper and a published paper, the difference is quality and uniqueness of the text . and its misinterprented as scientific paper generally, whille 10-20 percent of papers are counted as scientific paper (depends on country )

The objectives of D-8 Organization for Economic Cooperation are to improve member states’ position in the global economy, diversify and create new opportunities in trade relations, enhance participation in decision-making at international level, and improve standards of living.

D-8 is a global arrangement rather than a regional one, as the composition of its members reflects. Organization for Economic Cooperation (D-8) is a forum with no adverse impact on bilateral and multi-lateral commitments of the member countries, emanating from their membership to other international or regional organizations.

Dr. Seyed Ali Mohammad Mousavi from Iran is currently the Secretary General of the D-8 Organization with its Secretariat based in Istanbul-Turkey.

Idea Behind D-8 Establishment

The idea of cooperation among major Muslim developing countries was mooted by Dr. Necmettin Erbakan, the then Prime Minister of Turkey, during a Seminar on “Cooperation in Development” which was held in Istanbul in October 1996. The group envisioned cooperation among countries stretching from South East Asia to Africa. Representatives from Bangladesh, Egypt, Indonesia, Iran, Malaysia, Nigeria and Pakistan attended the Seminar. This conference was the first step towards the establishment of D-8 and it was only after a series of preparatory meetings that D-8 was set up officially and began its activities with the Istanbul Declaration issued at the end of the summit of Heads of State and Government held in Istanbul on June 15, 1997''

30% of Mideast scientific feats credited to Iran



Thirty percent of scientific achievements in the Middle East have been credited to Iran, said Iranian Deputy Health Minister Reza Malekzadeh.

"Iran is accountable for 30 percent of scientific achievements in the Middle East and 1.5 percent in the world," he said.

According to the Essential Science Indicators (ESI) data in 2014, there are 60,000 top researchers across the world working in different fields, 88 are from Iran and 18 of whom are working in medical areas, ISNA reported.

According to Maleskzadeh, out of 25 million papers in the world, 245,000 belong to Iran, 32 percent of which are related to the medical field.

Iran stood 13th in the world and 1st in the region in terms of publishing papers in 2013.

According to the statistics, Iran produced over 39,000 articles in 2013, which ranked the country 17th in science production and made it top the region and even above Turkey.

The promotion is mainly due to achievements in the two areas of medical researches and technology at Iran’s Pasteur Institute.

Iran’s scientific progress is the result of the country’s recent policies and programs to develop knowledge and facilitate researchers' access to the world’s top academic resources.

Assessing and promoting research centers and medical universities and launching 50 new research centers have paved the way for the country’s scientific improvement, according to the report of the Iranian Health Ministry.

In 2000, the Islamic Republic ranked 53rd in the world in terms of highly cited medical articles and stood at 23rd rank in 2011.

According to the Institute for Scientific Information, Iranian researchers and scientists published 60,979 scientific articles in major international journals from 1999 to 2008.

Iran’s 2009 growth rate in science and technology was highest globally, being 11 times faster than the world’s average rate.
