Need a multi pronged strategy for Baluchistan. First and foremost, its time now to implement political reforms. We all are discussing symptoms but the root cause is Tribal Sardari system of province. There are FATA reforms, it is in process of merging into main stream but look here in Baluchistan. 90 percent area is C area. No police, no courts no functioning governance.
Tribal sardars running their own kingdoms with LEVIS. How can an operation would be carried out when you need permission from Sardar to enter his tribal area?
Musharraf converted majority areas into A category. Then democracy came and Zardari reversed all the reforms. We went back to square 1.
We need to understand this political system suits these so called democratic governments. Which ever party came to power in center, they just make a deal with 2 dozens sardars of Baluchistan. The sardars announce joining that party and government is formed. Easy isn't it?
65 members are in Baluchistan assembly. Almost all are ministers or advisers. Highest per capita funds are for Baluchistan and no one asks them where they have spent it. Pakistan has lost more and achieved far less with this appeasement policy.
Correct the system, bring Baluchistan in main stream, the operations would be successful. Otherwise, the situation would not change.
