It is because of internal turmoil in Pakistan the proxy war became weak in the last decade. These guys have tasted the success in Afghanistan and they won't leave their tactics.

The intent is there and some external powers are also interested in keeping the region unstable.

Recently HM Rajnath Singh comments regarding Pakistan should co operate with India reminds that there are forces external to S.Asia.
