Why India shells and kills Pakistani civilians must be understood in a broader concept of history ( as perceived) and the mindset of the general population in India.
The India Pakistan tensions are not merely a territorial dispute over Kashmir but a far deeper malaise. Even if the issue of Kashmir is miraculously resolved by concessions, compromises, or external mediation a far deeper grievance on the Indian side will persist till eternity or if by another miracle Pakistan ceases to exist.
Understanding the mindset can set realistic expectations of why the India Pakistan state of war will ever be resolved like East and West Germany.
The possibility of peace and coexistence between North and South Korea , or India and China, are far more realistic than any hope for peace between India and Pakistan. The Taiwan and China conflict, and Israeli Arab conflict will one day be resolved. There is no such hope in South Asia ( and that holds true for India Bangladesh as well but that is off topic).
Fed on revisionist history three generations in India have grown up with a deep sense of being wronged. Basically the mind set is based on a 1000 year history of "being wronged " and visions of a glorious past that has to be restored. In a meeting during Atal Bihari Vajpayee's visit to Pakistan in 1979, Yakub Khan said :
"We must discuss because Kashmir is the unfinished part of partition in 1947 and Pakistan is incomplete without Kashmir. "
To which Atal Bihari Vajpayee replied.
"India is incomplete without Pakistan. Can we discuss India and Pakistan ? "
This incident was related by Vajpayee in the Indian Parliament to a thunderous applause.

The 1000 year history must be reversed.
This can be seen in the "reversal " being implemented in Indian Administered Kashmir and the expectation is that when Pakistan Administered Kashmir is recovered then similar demographic changes can be effected there too.

Partition of India and the establishment of Pakistan is a deep wound in the Indian psyche, which is unlikely to ever go away The dream of a united India reverting to its glorious past is symbolized in the legacy of Mr.Nathuram Godse who assassinated Mohandas Karamchand Gandhi who was perceived to be speaking up for Pakistan's legal rights to share of the resources of pre-Partition India.
Per the prevailing law the secular government then in power, in India charged, arrested, tried executed Mr. Godse much to the dismay of the popular sentiment. Today Mr. Godse is a revered hero in India is honored, and remembered far more than Mr. M.K. Gandhi himself. According to his will his ashes after his cremation are to be held in an urn to be immersed in the Indus River when Pakistan ceases to exist.
72 years later Mr. Godse's urn is still preserved for the day that will reverse a 1000 years of history.

Yes, "unfortunately " ( from India's point of view) they can't as yet send lynch squads, or "mosque demolition " squads in Pakistan.
So the next best thing is to kill Muslims by shelling civilian areas.
The armed forces are now almost entirely populated by the same fascist forces who control India's police, judiciary, media, education, culture and politics.

The Indian armed forces of today are no longer the same as they were back in 1971 under a secular but nationalist government.
Even in Dhaka post 1971 the Indian Army intervened in the "revenge " by the Bangladeshi Army and protected the stranded Pakistanis and transported the population to safety. The aim was to avoid loss of civilian life. The Pakistani prisoners of war in Indian prison camps were granted the permission for prayers and allowed to retain their copies of the Quran.
This is no longer the case. The generations of 1971 has passed on and what Pakistan is facing is a cold calculating killing machine designed to kill as many "Muslims" ( they are not civilians) as possible. Bangladesh loses up-to 1500 civilians each year and Pakistan probably loses the same. Congratulatory comments and reactions by the general Indian population on Social Media to news of Indian Army successes in inflicting heavy civilian casualties on Pakistan is indicative of the mindset. Remarkably the comments sections of the Pakistani English language dailies are also flooded with congratulations for the success in shelling.
Even if it wants Pakistan can't retaliate in kind because Pakistan ( unlike India) considers civilians in Kashmir as its own people.

Here is a "beyond tactical" aspect at the Indian doctrine of shelling civilians.
India's objective as stated earlier is to cause maximum civilian casualties as far as its artillery, mortar, anti-tank guided missiles, long range machine gun and sniper fire can reach, while protecting its soldiers from retaliation to the best of its ability. The Pakistan army can retaliate only against enemy troops who are usually very well protected.
The casualties are thus low . In the fascist logic the loss of two or three soldiers for killing of dozens of civilians is unavoidable but still acceptable. But India has a larger target than mere killing civilians, Its not only the loss of civilian lives but destruction of infrastructure such as schools, hospitals, medical supplies, food storage, power supplies and communications, and above all civilian housing that are deliberately targeted. These impose a crippling financial loss on Pakistan who has to see to it that its people don't die of starvation and cold. Pakistan does a wonderful job giving relief and temporary shelter else more civilians would die of cold and hunger than Indian shelling. Pakistan can't inflict reciprocal damage on the enemy because Pakistan considers those people on the other side its own.

So far because the shelling is confined to the LOC the Pakistanis shopping in the luxury malls of Karachi and Lahore hardly feel the pain their fellow citizens on the border are enduring, The media in Pakistan does a great job diverting the focus to Pakistani retaliation only.
Long term Indians talk of a "creep" where " if " ( as perceived ) Pakistan's military and diplomatic capacity for retaliation is weakened, then the malls and apartment complexes in Lahore and Karachi could also be shelled or struck with rockets.
The down side of opening an artillery and MRLS exchange on the Lahore or Sindh front is that unless Pakistan is first rendered completely defenseless (or is scared of an escalation ) it will immediately retaliate in kind. Unlike the LOC in Punjab and Sindh there is no civilian population (except perhaps Sikhs) that Pakistan will take into account while retaliating. India knows, this hence no civilians are targeted in Punjab and Sindh.
Meanwhile every woman, child and baby maimed or killed across the LOC brings immense joy to general Indian population who view themselves as another Israel that strikes and kills civilians with impunity across its borders. To be fair to Israel, civilians killed in IDF strikes are collateral damage unlike on the LOC.
The unfortunate aspect of India's doctrine of inflicting calculated civilian casualties is that it will one day miscalculate and launch a missile attack ( conventional) on Pakistani civilian targets in Punjab and Sindh with tragic results.
This nearly happened in 2019 February.
 
Uniforms dont excuse Indians from terrorism, racial violence, hatespeech, discrimination and attempted genodice which is widely endorsed by Indians from all social caste.

They label themself a volunteer army. So everyone signing up with the Indian army is endorsing the ongoing agenda of terrorising and repressing local and foreign ethnic minorities and Indias landgrabs unless Indians admit their soldiers are just forced into service against their will by poverty or other reason.

Your analysis is correct and it explains why the indians take sniper shots at civilians including children.

I dont reply to indians (if u are one), but since your analysis is spot on it has attracted many eyes including a humble contributor like me.

India has always been hindu rashtra but it has acquired characteristics of the empire of Japan of the previous century which became a consensus country governed by national myths and became overtly aggressive particularly towards China. It was only subdued by complete decimation via nukes.

India of today is the same. The conflict might turn nuclear.
