12 dead as rival gangs clash in Karachi

"The clash erupted this morning when two gangs exchanged heavy gunfire, later they fired RPGs and lobbed hand grenades at each other," Senior police official Faisal Bashir said.

WTF? How are people allowed to be in possession of deadly weapons such as RPGs and grenades in cities?
