New Delhi (CNN) — An 11-year-old girl from the Indian city of Chennai was raped by 17 men who worked in the building she lived in, local authorities said on Tuesday.

The incidents took place from mid-January, according to S. Rajendran, the deputy commissioner of police for Chennai's Kilpauk district. They were reported to police Sunday after the girl told her family.

The 17 men -- who worked in the building as security and facilities personnel -- are under arrest, according to Rajendran.

This latest case follows a string of others that have rattled India in recent months.

In a separate case in May, a 16-year-old girl was gang-raped and burned to death in the northeastern state of Jharkhand, authorities said.

Six men were accused of raping five anti-trafficking workers last month. In another case in July, three adults, including a school principal and two teachers, and 16 minors were arrested on allegations that they repeatedly raped a 15-year-old.

And last week, a lawmaker from India's ruling Bharatiya Janata Party was charged with raping a teenager. Her father was allegedly beaten to death for complaining about it.

It is getting worse and worse. It is so bad that the international media including some of India's staunchest allies are reporting such rape news on their front pages. It is getting a lot of coverage. No doubt that this will continue to affect Indian image in a bad way.

No, it is not bad...the crime is bad but reporting is good because it will force their government to do something about it.

The problem is that the Indian government is in denial. According to certain Indian ministries the country is very safe for women. India is in denial about the rape endemic.

I hope so, but I don't expect change. Rape in India, as the world now fully knows, is deeply embedded in their culture. Indians have accepted this as something part and parcel of their daily lives. The gruesome rape incidents we keep hearing about are an indication how bad things are.

Eighteen men have appeared in court in the southern Indian city of Chennai on charges of repeatedly raping a 12-year-old girl over seven months.

They allegedly waited for the girl to come home from school before taking her to secluded areas in the gated community, including the gym and the basement, to rape her.

Chaotic scenes of violence erupted outside the Chennai court where the men were brought for their first hearing.

The suspects were beaten by a group of lawyers who attacked them in a staircase after the initial hearings.

A local lawyers association told the media it was refusing to allow its members to represent any of the men in court.


Police say the men sometimes tied a belt around the girl's neck and covered her eyes before raping her.

Local media said the girl was sometimes injected or given drug-laced soft drinks before being raped by the men.

The court heard the girl was threatened at knifepoint and told by the men that they would share videos of them raping her if she complained.

Just a day earlier, reports emerged of a 6-year-old girl being raped outside a temple in New Delhi and left to die on the street.

She had been living with her father — a rickshaw-puller — and stepmother on the streets by the temple.

She was kidnapped and raped, before being discovered bleeding in the street.

She was taken to hospital for extensive surgery to repair damage to her internal organs.

The chief of the Delhi Commission for Women appealed directly to Indian Prime Minister Narendra Modi to ensure that the death penalty was imposed on anyone found guilty of the child's rape.

100 cases of rape reported every day
In India, the stigma associated with being sexually assaulted often deters women and girls — as well as boys and men — from reporting abuse.

Despite this, more than 100 cases of rape are reported in India every day, according to recent data from the National Crime Records Bureau.

The capital, New Delhi, earned the dubious title of "rape capital of the world", after the case of a 23-year-old university student who was gang-raped on a Delhi bus and died of her injuries sparked nationwide protest and international headlines.

Last month, a report from Thomson Reuters Foundation found that India was the least safe country in the world to be a woman, followed by Afghanistan and Syria

The victim’s mother said the assaults began on January 15 when the lift operator, Ravi, 66, took the child to an isolated place in the apartment complex and raped her.

CHENNAI: An 11-year-old hearing impaired girl in Chennai was allegedly raped by more than 15 men over the last six months. On Monday, police arrested 18 men in connection to the case. The incident came to light on July 13, when the victim, a class 7 student, informed her elder sister that she was suffering from stomach pain. “She told her sister that she was raped, sometimes even gang-raped, by the men working in the apartment they lived in. Subsequently, the sister informed the parents who lodged a complaint with the police,” said a police officer.

The victim’s family hails from Delhi and moved to the city 30 years ago. They live in a gated community of 300 houses, equipped with round-the-clock security. In the complaint, the victim’s mother said the assaults began on January 15 when the lift operator, Ravi, 66, took the child to an isolated place in the apartment complex and raped her.

“A few days later, he brought two other men from outside, who were under the influence of alcohol and drugs, and raped her. They videotaped the rape and threatened the girl, telling her not to tell anybody and to come whenever they called. Fearing this, the girl remained silent,” said the officer, quoting the victim.

The mother alleged the men had taken the child to isolated places in the complex, including the basement, public washroom, terrace, and gym, and raped her. “The men tied a belt around her neck and covered her eyes and sometimes spiked her soft drinks to rape her,” the mother said in the complaint.


Police said the investigation revealed that the men would wait near the apartment gate and as the girl came back from school, they would take her and rape her. “They committed the crime in the bathroom and on certain floors where houses are vacant. There are CCTVs installed only at the entrance,” said the officer.

The victim’s father, who runs an electronic shop, would leave home early. The child’s mother is a homemaker and her elder sister studies at a private college in another city. Assuming the child had gone out to play, the mother would wait for her to return. Only on Sunday, was the victim was taken to the government hospital for medical examination.

On Monday, her statement was recorded in the Mahila Court. The apartment has engaged staff for house-keeping and security from two private companies -- Focus and UKFS -- on a contract basis. The 18 men arrested on Monday were working as a plumber, security guards, and house-keeping staff in the same apartment.

“Three men confessed to their crime. We have detained 15 others and are conducting inquiries,” a senior police officer said. All the men were in the age group of 23 to 66 years. It may be recalled that on June 11, a Class 10 student was allegedly raped repeatedly by a group of youngsters, after they gave her liquor and drugs, in Tiruvallur. Seven men were arrested in that case.
