The parliamentary secretary for finance says no new taxes imposed on import of solar panels

Minister for Information Technology and Telecommunications Anusha Rehman informed the National Assembly on Friday that US $1.22 billion earned from the sale of 3G and 4G licenses had been deposited in the national exchequer.

Responding to a question in the National Assembly, she said China Mobile Company, the winner of the 3G and 4G technology, paid in dollars while Telenor and Mobilink had also made 50 per cent of the payment.


“The auction of 3G and 4G spectrum has already contributed to the national exchequer,” she maintained. She told that selling of 3G and 4G technology would create direct and indirect jobs.

According to the report of PLUM Consulting UK 0.9 million jobs are expected to be created after the launch of 3G services in the next five years, Anusha added.

Responding to a question about the e-governance, the minister apprised the House that the government was working hard to implement e-governance. In the first phase, the work was under process to bring five ministries under this umbrella, he added.

She said these also include National Assembly, prime minister office and ministry of finance while almost 50 per cent of planning work had been completed in the National Assembly.

She added that 90 per cent work had also been completed for the implementation of e-governance in the prime minister office. Anusha Rehman assured the House that all the 28 ministries would be connected through internet by the end of this year which aims at using less paper work in the ministries and divisions.

Meanwhile, the National Assembly was informed Friday that the government had imposed no new taxes on the import of solar panels.

Parliamentary Secretary for Finance, Revenue and Economic Affairs Division Rana Muhammad Afzal told the House that in present fiscal’s budget the government had exempted certain items related to renewable energy from duty and taxes.

Responding to a calling attention notice moved in the House by MNAs Imran Zafar Leghari, Dr Azra Fazl Pechuho, Ijaz Hussain Jakhrani, Shazia Marri and Ghulam Mustafa Shah, the parliamentary secretary mentioned items like LUD, SMD, LEDs, solar torches, lanterns and certain other items in this regard.

“We have exempted certain renewable energy items from sales tax and old taxation mechanism for these items is still in place,” he said.

Replying to queries of members, he said, last year imports in this sector stood at Rs 20.5 billion and all these imports were tax free. “This sector is not only attractive for the imports but also investors who have started investing in this sector. Some companies have started preparing solar panels with a capacity from five to 200 watts.”

However, he clarified that once local industry prospers in this sector, the government would have to facilitate it and then 5 per cent dutt will be imposed on products which are prepared in the local market. “This will be done tentatively in September or October this year after ascertaining the level of local production.”

Answering a question about the imposition of 35 per cent duty on import, the parliamentary secretary said, “There is no customs duty on such items as these are exempted from customs duty and sales tax.”
