Its 445 km here which are the two closest points You also have to remember the fact that the gulf is twice as deep in this area compared to the English channel tunnel which itself was an engineering feat.

Theres so many problems with this project to pick from, that I would be very surprised if it isn't just a monumental waste of money. Imagine if they spent the money on uplifting their poor and invested in infrastructure.
