L&T is increasing its R&D. The Arihant project really boosted its' R&D. Tata has long had a very good research wing. But think about a company like Reliance. It is India's largest company by capitalization, and its research wing is a joke.
On the flip side, Parsis have been over-represented in India. As for PMs, there is a reason - most of Indian PMs came from one family, while their main opposition is Hindu-leaning. If AAP establishes itself as a viable party in the future there may be a chance.
I did not know Bengal's fertility rate was so low. And at the rate Bengalis are emigrating from Bengal, there will soon be drastic demographic changes there.
But there is a flip side. Most private defense contractors have flourishing R&D departments in USA. That does not exist in India. Most Indian private companies do not even have full-fledged R&D departments, let alone hire PhDs.

Coastal liberal America is much different, and anyway still in engineering US university education is the best.
I admit there are problems, and the Sachar committee report pointed them out pretty explicitly. But you have to also remember, that in India the armed forces are still looked on as the few decently functioning government units, and nobody wants to mess with that.

And I think China is more interested in Russian gas. Currently Russia is in a spot, so China would like to squeeze better deals from them. Also, Russia is no match for China...
Pakistan should really invest in solar power. It will solve a lot of the electricity problems, there is the whole Baluchistan region with abundant sunshine available for generation. And power generation will filter down to other sections of the economy too.
