Azerbaijan's budget is pretty small to develop a sizeable and effective air force, nothing wrong with JF-17, its cheap and if equipped with Italian AESA, Aselpod, SOMs, Chinese BVR missiles, its a very capable multi-role plane. Definitely more capable than anything we currently have.
