My point is that tech should not be a hurdle since on block 3 the EW and RWR have changed to Chinese as well. The economical and political hurdles, like you said, will probably kill the deal.
TR count is an important metric but it is not the end-all of radar performance. Often neglected are the backend components of the radar which does stuff like signal processing and convert raw data into something the aircraft can use.
IRST is not magic and can’t substitute the radar but can pull off some very neat tricks, like giving passive lock for AAMs and not triggering RWR on the bogie.
