Bullet train is simply high speed railway, its more costly for country like Pakistan, which propably have to build whole new railway system from scratch. Its not that expensive in the end, but if your country is going throug financial hardship, then it might not be the first thing to develop...

China ofcourse didnt get any information about manufacturing these by stealing... Not that Chinese are unable to develop, but we all know thay they didnt get this far and quickly just with universities. But then again, its US and other fault that they didnt secure their data more carefully.

Not that bullet trains are useless, but all these European countries already have HSR, and those are mostly used when visiting other cities and such, not commuting like in Japan for example.
