Who refused investment, and did it because of bharat? All I can find is bharati sources on this. No neutral sources try to suggest that it was due to bharat's pressure.

Let's assume for a moment that is true (which it obviously is not - there are various dams funded US for example). How is that relevant in this case? The countries you mentioned are not a relevant party here. I don't see China in that list.
