Since i don't know the details about the law or constitution regarding this exact thing, i can't really comment. If ecp's rules state that CM KPK and the govt. is solely responsible for the implementation then yes definitely..otherwise nope.

PTI govt. is half responsible for this due to the really bad implementation of ECP's orders also ECP made some really bad decisions when making people that aren't even near having knowledge of overseeing an election, a presiding officer at some areas of KP.

Not really, There were attempts of rigging sure, action was also taken against it also admit it. a presiding officer lady was fired by KPK's assistant commissioner on site just after getting reports of rigging there..at some other places women were barred from voting which is not to be tolerated...

It was more like violence and ill management rather than rigging.. PTI didn't need this shitty atmosphere to boot a fraud like Maulana diesel out of his backyard
