Almost every state in India has three language formula. Uttarakhand which was UP earlier had Hindi, Urdu and English since UP was hub of Urdu speakers. Uttarakhnd was carved out of UP 20 years ago and there are no more significant Urdu speakers left in Uttarakhand.

This is not about racist. Every party has their core vote bank some have Muslims some have Schedule Caste some have upper caste and so on. Everybody try to maintain their. This is not in black and white . By the way almost all Shia muslims vote for BJP in UP.
