Of course they need help like most the developing or semi-developing countries. They normally don't make it in their country fully but some parts and then assemble them and it works for them which is a good thing over all.

Risk of miscalculations are high. If the security people see someone getting close, they can shoot....and who will decide what was the intention later on especially if the victim passes away?
