The fact that the poster does not define the turn rate leaves you thinking. I.e. they don't say of it is max, ITR, STR. I think it is on purpose that they are telling half the story
For the APG-83, the range of 120km does not give the target RCS. You might want to used the range 160km given by the Slovakian report since it specifies a 2sqm target, hence it is a better defined figure.
I thought when you watch the 360 turn, the 1st 2 or 3 seconds, the fighter is turning at 90 deg/second. However by the time it completes the full circle, it takes over 24 seconds, meaning it has averaged 15 degrees per second. I would say ITR is at least 30 degrees per second while STR is less...
I think it is TV guidence of the missile. Not Aselpod, but the camera on the missile. An interesting (underwhelming) example of a target though. Maybe they were trying to emphasise accuracy on a highly mobile target and not the warhead's destructive power
