So this could mean that it was shot down, if the missile was programmed to be shot at shorkot then the fuel should have been adequate for the flight path.
for cruise missiles India Pakistan does not have a treaty in place so they are not bound to tell the other before testing it unlike ballistics. As @kursed mentioned earlier that if the missile is being tested in countries own airspace in the designated testing range that NOTAM is not required.
As you said that this could have been air launched version, as per the presser the projectile was going towards their designated test range when all of a sudden it decided to go haywire.
Well Saudia and UAE recently have not been able to intercept incoming missiles. No AD is 100% fool proof. I think the Army is still contemplating what happened. I am sure that backdoor contacts have been made and explanation must have been sort from India.
