    Not really. If there's not enough of a foreign/hard-currency in Pakistan to back an import, then that's the end of it. In the 1990s Pakistan had to walk away from two Mirage 2000/-5 negotiations; in the 2010s, it walked away from 18 optional Block-52+, 36 FC-20 and 3 Type 214 SSK; and so on.
