there is some ruling in the Khawaja Asif case where SC directed the govt to appoint professionals using a transparent consultative process. But this was when PMLN was in opposition. since now they are in the govt, (i have heard) they are apparently planning to appeal against it. lol

but i believe that a professional appointed with a tenure post is the best possible outcome. That is how its supposed to be in Pakistan as per law but interestingly PMLN has a habit of appointing 'acting chairmen' rather than full time person with a fixed tenure.
