My (un-educated guess) would be Afghan NDS
Regardless if Pakistan wants to have peace it has to:
1. expel Afghans -- this will keep the pressure intense inside Afghanistan
2. seal the border using mines -- trenches
3. go ruthlessly after Mullahs -- do an Ata-Turk on them -- one can dream
4. list is long of the other things ...
1) Extension has been granted till December 2017
2) No plan to mine the border just usual closure for 2-3 days unless Ghani and Nawaz say "Hi" and will re-open the border
3)They have not yet announce these attacks haram collectively , so this is another no
4) Long long list, sometime it seems impossible to live with peace.Or we have to consider these bombs as New Normal
.There was a general ayub khan who knew how to deal with afghanistan.You speak politely with them and they will perceive you "Buzdil" . Twist there arm or throw money and they will dance on your tunes..Yeah I saw that ... maybe to deflect international pressure ... on the other hand Pakistan has a good opportunity to expel Afghans now ... the world is busy with more pressing problems ... plus with the West expelling Afghans, it has no locus standee to counsel Pakistan.
If Pakistan wants the CPEC to be successful it has to focus on internal security -- without an insulation from Afghanistan, Pakistan will not be able to leverage the CPEC.
It is not a matter of haram or halal -- the Mullahs breed thought that is not based on science -- if Pakistan wants to compete in the 21st century it has to choose if it wants to build a society on science or these Mullahs. I was recently reading my old books on Ata Turk and I think Ata Turk knew that unless he took radical steps, Turkey would remain asleep on mysticism and psesuo-science. Ata Turk's mom Zubeydah was a deeply religious person who had a deep impact on Ata Turk -- but Ata Turk had the foresight to see that the beard was not Islam -- the beard is just a mirage which takes a fews weeks to grow -- science takes decades of fortitude.
Well ... yes this is going to be the new normal ... there will be no peace for decades. Pakistan has to reverse the course of the hateful and stupid curriculum ... I saw an article that the Punjab Board's text books state: "evolution to be one of the most absurd theories proposed" -- really??? you cannot build a space faring nation with such textbooks.

There was once Ex-FM said "To achieve peace we need to forget there is a country called Afghanistan in our neighbor just close every thing with them..No relation and shut down borders nether interfere there let them do what they used to do"
In house cleaning is needed the only thing nobody think here as "Pakistani" ..
I think she was Hinna Rabani ....Maybe Punjabi culture has a problem with clear thinking [I'm a Punjabi -- or at least 50%] -- but perhaps it's not Punjabi culture -- it's this lack of rigor when trying to combine realism with folky-soft-nice-sounding-parables-that-have-no-utility-in-the-modern-world
