UAE yet to furnish details of Pakistan-origin property investors

KARACHI: United Arab Emirates (UAE) is yet to respond to a Pakistan’s demand of an access to the data of its citizens who have so far invested billions of rupees in Dubai property market, a top official said on Friday.

“The tax authorities have written several letters to UAE government, requesting details of Pakistani citizens under the exchange of information treaty,” Haroon Akhtar, special advisor to prime minister on revenue told The News, “but, the UAE authorities are not responding.”

Akhtar, during a visit to Large Taxpayers Unit, Karachi, said Pakistan and UAE had signed avoidance of double taxation treaty, which was enforced since 1995. Under the treaty both the countries agreed to exchange information to check the untaxed money.

PM’s special assistant was confident that Pakistan’s authorities would be able to get an access to the data under the OECD’s multilateral convention on mutual administrative assistance in tax matters that would facilitate exchange of information about the untaxed money.

In August last year, finance minister Ishaq Dar signed the convention along with secretary general of the Organisation for Economic Cooperation and Development. Currently, there are more than 80 countries signatories to the convention. The intergovernmental forum is focused to address trade, taxation, environment, technology and education issues.

Pakistani investors invested $7.7 billion in Dubai real estate over the past three years, showed the data of Dubai Land Department. Alone in 2016, the investment amounted to more than one billion dollar. In 2015, property investment was, however, recorded at $2.1 billion.

Talking about the government’s initiatives related to anti-money laundering and prevention of fiscal frauds/tax evasion, the advisor said the government signed a memorandum of understanding in this regard.

“Further, law related to Benami transactions has been passed by the National Assembly, which will discourage undocumented economy,” he added. Akhtar said the Federal Board of Revenue (FBR) was also empowered to investigate into money laundering cases.

Talking about one-time amnesty scheme proposed by business community, he said the government did not initiate any formal working on such proposals. “The business community is pressing the government for such scheme in order to promote documentation of the economy,” he said. “The present government is business-friendly and giving importance to such proposals.”
Chairman Muhammad Irshad of FBR said the tax machinery is determined to collect Rs3.621 trillion as the tax target set for the current fiscal year of 2016/17. Irshad rejected the impression of revenue shortfall. “The gap between tax collection and target was due to incentives announced by the government to promote economic activities,” he said. Agriculture, textile and oil sectors were given tax incentives during the current fiscal year.

I do understand Pakitan banned our biggest banks in 60's for some minor irregularities while International Banks in SWISS or UAE openly give us the finger when we ask for information on stolen cash !!!

Pakistan has always shot ourselves in our FOOT to fit into certain standards

Small Islands in carabbiean are Trillion dollar economy becasue they accept all financial transcation while our lovely Banks , yea ... we like to follow all process 100% and remain empty devoid of cash

Nice policy on finances

Even in 90's another prominent Bank went down the owner unfortunatly passsed his remaining assets for Charity before his death

How did these areas like UAE or SWISS managed to pile up $$$ and gold and other material ?

Simple , by implementing simple easy to understand policies for opening Bank account and investing locally

Pakistani Bank folks can't even take their own funds out unless they get approval from person x y z

What you say is indeed true . But then again, what is stopping them from providing the required info ?
Its not as if any harm can come tomUAE. What can these cronies do to UAE? Nothing.

So will it be safe to assume that maybe UAE is playing on hands of cronies ?

Sir, the two things are contradictory. When you ask for a list as per International Norms, everyone's name will be on it. PMLN names will not be deleted. DO you honestly think that the PMLN govt is genuinely going to ask for anything through proper channels? This is PMLN playing all innocent.

They will share if we chase this matter seriously and in proper way..I have doubts PMLN government in charge is serious about this..If they are , it is simple declare all property and income to be illegal if the source is not declared and tax not being paid in pakistan ..So whenever UAE share the consequences is known to the perpetrators..People will declare it themselves then

Pakistan Targeting Panama, Bahamas Leaks Taxpayers

Pakistan's Finance Minister, Mohammad Ishaq Dar, has directed the Federal Board of Revenue to approach the tax authorities of nine territories about information in the Panama and Bahamas leaks.

Pakistan is to seek information from Anguilla, the Bahamas, the British Virgin Islands, Jersey, Mauritius, Niue, Panama, Samoa, and Seychelles. He said it will seek information about the bank accounts, business assets, and investments of Pakistani nationals and entities named in the leaks.

Nisar Muhammad, the Chairman of the FBR, informed Dar at a October 18 meeting that the FBR has already issued notices to those named in the leaks.

We cant expect a thief to ask the witness to give testimony against him. Same is case of Dars and Sharifs and same was case with Thug Zardari and money in Swiss banks. If our rulers are so sincere then how about bring money from Swiss banks home?

Sir Pakistanis have invested billion of dollars in UAE esp in Real estate business including likes of Dars and "Thugdari". Same tactics here are played by Mr Dar as were played by Thugdari in case of Swiss accounts.
