How bacha bazi has still not ended in Afghanistan?

The boys are bought or sometimes kidnapped from their families and retained by their well-armed patriarchs for dancing, games and sexual pleasure. They are treated as possessions to bolster a warlord’s standing in front of his peers, and their reintegration into society often ends in tragedy.

More recently, in December, The Afghanistan Independent Human Rights Commission (AIHRC) warned that Bacha Bazi had surged again, following the intense conflict in the northeast of the country. The commission called on the parliament to pass anti-Bacha Bazi laws.

It is not a hyper religious country but a pseudo hyper religious country. Just cos lots of women wear burka or men have beards does not correlate with "religiosity"

If am not wrong its quite prevalent in Pashtun areas of Pakistan as well.
