It's just a bill which likely won't ever pass.
US public would kick out whatever party decides to introduce this bill for ratification.

The bill does sound rather draconian one would hope it doesn't pass through.

First, VPN isn't going to be outlawed by the bill. The bill only applies to Covered transactions as it relates to covered entities.

Covered entities = Foreign adversaries
Covered transactions = Classified National Security data, personal data and critical infrastructure
The bill will outlaw TikTok and any other firms with links to the Chinese government. it will also outlaw devices with over 1m active units in the US that is produced or sold by an entity with links to the CCP.

VPN is a specific type of technology, no mentioning of it doesn't mean the bill doesn't cover it.
sure if the CPC make VPN software or if the gateway is in Zhongnanhai basement it's use and sale in the US will be outlawed by the bill. There is no ban on VPN use, even suggesting it is beyond preposterous.

That's not what I mean. the bill tries to criminalize the act of using technology to access banned sites/apps, that is where VPN is included

If you are accessing that site by whatever means then the VPN piece comes in - unless you use VPN to access a banned site you are not violating ANYTHING if you use a VPN.

Your claim is as disingenuous as someone claim guns are being banned because a law is passed that says using guns to kill innocent people is a criminal act.

That means YOU need VPN to access YouTube et al. :lol:
