    Kingdom to establish full ties with South Sudan

    JEDDAH: Saudi Arabia announced Monday its formal recognition of the Republic of South Sudan.

    “The Council of Ministers expressed the Kingdom’s readiness to establish full diplomatic relations with the new republic and wished the new country all success in fulfilling its role as a member of the international community,” Culture and Information Minister Abdul Aziz Khoja said after the weekly meeting of the Council of Ministers at Al-Salam Palace in Jeddah. Custodian of the Two Holy Mosques King Abdullah chaired the meeting.

    The council hoped that relations between Sudan and South Sudan would be marked with mutual friendship and respect promoting stability and security in the region.

    The council commended Qatar for its successful efforts to make Sudan’s authorities and Darfur’s Liberation and Justice Movement sign a peace agreement.

    The council also commended the efforts of the Ministerial Committee on the Arab Peace Initiative to request members of the United Nations to recognize an independent state of Palestine and mobilize for its full membership with Jerusalem as its capital.

    “The council called on the international community in light of growing support for a Palestinian state to take a determined stand to make Israel respect international laws so that it withdraws from all occupied lands. This will pave the way for the establishment of an independent Palestine state with June 1967 borders with East Jerusalem as capital in line with the UN resolutions and Arab peace initiative,” Khoja said.

    The council condemned Wednesday's terror attacks in Mumbai and sent condolences to the families of the terror victims.

    The council approved guidelines for agreements with other countries on prisoner exchanges.

    The council decided to set up a high-level committee to study the draft Declaration of Human Responsibilities. The committee will be set up under the Ministry of Foreign Affairs with representatives from the Interior Ministry, Ministry of Islamic Affairs, Endowment, Call and Guidance, the Ministry of Justice, the Council of Ministers’ expert committee and the Human Rights Commission as its members.

    The committee will study the text of the draft declaration to ensure that it does not violate any of the provisions of Islamic teachings, the minister said.

    The council authorized the higher education minister to discuss with the French government an agreement on the training of Saudi consultant doctors in France and approved a memorandum of understanding between the Saudi and Canadian ministries of health.

    The council appointed Suleiman Al-Turki economic adviser at the Ministry of Finance, Abdul Aziz Al-Thowaini director general of rights in the Ministry of Interior and Obaidullah Al-Sana assistant undersecretary for reviews at the Civil Service Ministry.
