Claims by Reuters, nothing more. There's a massive difference between a claim and a fact.

Even if the claim was accurate, which it surely isn't, then this would not mean Iran has abandoned her neutrality at all. "Promising" to supply weapons, which is what Reuters pretends Iran did, is not the same as effectively supplying those weapons. As long as it's a promise and not a done deed, Iran's status of neutrality is legally maintained.

As Iran is shipping weapons, it is not neutral.

Iran is not shipping any weapons to Russia, but is entitled to strike Ukraine since Kiev declared war on a neutral Iran.

Needs some refreshments, adding some armor, some electronics, Germany alone can deliver 187 leopards 1. That’s some 3-4 tank battalions for Ukraine.
There are several European countries with leopards 1. If they all donate then Ukraine will have the most powerful tank armies iin continental Europe.
