Express News screen grab of Shahid Khaqan Abbasi addressing the press in Islamabad on Monday, January 19, 2015.

ISLAMABAD: Facing public anger over petrol shortages across the country, Federal Minister for Petroleum and Natural Resources Shahid Khaqan Abbasi promised on Monday that the crisis, which has led to never-ending queues outside petrol stations, would be resolved by this week.

Speaking at a press conference in Islamabad on Monday, Abbasi said the shortage was a result of exceptional petrol demand in January.

“In January, the daily demand of petrol rose from 12,000 tonnes to 15,000 tonnes,” he said. “As a result, there has been a shortage and we are managing it.”

Further, explaining the petrol shortage, Abbasi said since there was a fall in prices, people bought more petrol and hence there was a decrease in reserves.”

Other than a fall in prices, the minister said, tripping of Parco refinery and a delay in fuel shipment to the Pakistan State Oil (PSO) contributed to the fuel shortage.

Now, Abbasi said, the petrol supply has been stabilised with 15,600 tonnes, 30 per cent more than the actual demand in December 2014. Hence, the crises will soon end, he added.

“Lahore has a daily demand of petrol of 0.8 million litres; today we have supplied 1.6 million litres to the city.”

Similarly, Rawalpindi and Islamabad have also been supplied with extra petrol.

Abbasi further said that at a meeting chaired by PM Nawaz on Monday, the government decided to buy additional petrol to defuse the crisis, and solve the ongoing issues of circular debt of PSO.

Although he accepted responsibility for the crises, said that a high-level committee had been formed to investigate those responsible, which will present its report to the prime minister on Tuesday.

He added that the Oil and Gas Regulatory Authority has a responsibility to maintain reserves for at least 20 days in advance, however, “no institution has the capacity to predict a 30 per cent rise in demand”.

The crisis started this month when the cash-starved state fuel importer slashed petrol imports by half and skipped overseas fuel oil purchases altogether, worsening power cuts and leading to petrol shortages around the country, most of all in the Punjab.

They got more petrol and now there is no furnace oil they didn't think of ordering that also... I wonder if they roll a dice and decide what to do next or they ask parrots to pick up cards... Because there is no logic in their actions

there are governments which plan and governments which react. There is a difference. Planning is looking at things and judging needs and fulfilling them in advance, while reaction is when people come on the street or there are acute shortages then there is change. the former will take a country forward while the latter just keeps them stagnant or puts hurdles in growth

pakistan should think about drastically reducing petrol and diesel usage... quite possible practically within five years if the below things are started at the same time...

    1. nationalize public within-city transport sector... ban all mini-bus companies, buy long good-quality buses ( like volvo ), modify engine to use ethanol ( Ethanol fuel - Wikipedia, the free encyclopedia ), introduce ticket-less travel through yearly-renewed travel-cards which are usable throughout pakistan, install readers in every bus... this will reduce national petrol/diesel usage and make life easier for everyone.

    2. ban motorcycles... further reduction in petrol/diesel usage, smoother traffic, better quality of life.

    3. modify cites... road widening by removal of unnecessary petty shops, beautify roads by planting trees and shrubs...further reduction in petrol/diesel usage, smoother traffic, better quality of life.

    4. build experimental electric generators which use ethanol.

    5. build experimental "vertical farms" within cities where sugar cane is grown... ethanol can be extracted from sugar cane.

    6. reorganize the employment and economic system from capitalist to socialist... a muslim society cannot be capitalist... further reduction in petrol/diesel usage and better quality of life.

    7. use imported ethanol to drive engines in heavy industry, heavy transport, construction, military, public electric generation.

    8. use bio-ethanol for everything.

but is this your circus, to put your monkeys in?? :D

by the way, you knowing about plants, what do you think of the above points??

his name has "khaqan" in it... does he have turkic or mongol origin??

Tell that to those cheering cheap metro buses and thinking it is an awesome project when the world has moved on to what you mention in this point!

Not really practical! Economical means (motorcycles) and best means to get through traffic....

ha! very funny! Give that advice to India first!

Another advice which should be given to India too!

THAT maybe possible...But ethanol? You do know that it requires a separate kit to run a car on ethanol? I am not even sure if a simple kit will make it work or a whole different style car is needed! I aint an engineer nor do I work on this stuff!

But ethanol run cars prob arent efficient enough otherwise I am sure mental rich people would already have invested in it!

Systems dont change overnight there needs to be a driving force who wants it that way and not one who wants it to remain to pocket as much as possible!

    Easier said than done!

    Still experimental!

The PML-N government is incompetent not to plan schedule for petrolium import now blames the opposition for the crisis. Do they know about supply, demand and price ? Pakistanis had cut their consumption of petrol due to higher prices and now demand has increased due to lower prices of petrol.

this crisis has nothing to do with any problem in source of oil supply or depletion of oil wells. This is a corruption case. And due to that AGPR , which is auditor general of Pakistan put an objection thus halting the supply. Till audit is not complete. This is man made.

the lahore metro project may not be fine, but these buses from karachi seem nice and practical, though i don't know their implementation status...

believe me, india is a nation of motorcycles and truly suffers because of them because of various reasons, one being motorcycles keep a person in poverty because he forces himself to earn just enough to earn the petrol for his bike and get his family somehow to the next month, and this will be his state for life.

ethanol electric generators... i am working towards that by trying to setting up a not-for-profit organization whose main focus is on computing and its power system will use ethanol... that will be demonstration enough for use in other sectors as well... the whole project will give the organization good reach.

    searching for funds presently. :-)

my project is as much political as technological... i know a few good people... i only wait for about ten lakhs to start off... i know its easy saying such things on internet but i must do my bit.

city modification... once my organization has reach, it can suggest this and other things... build step by step.

yes, a different kit but not much modification of the core vehicle... from ( Ethanol fuel - Wikipedia, the free encyclopedia )...

i would say elon musk doesn't have the tesla car running on ethanol-based electric generator plus smaller battery, because of two reasons... (a). his main interest in electric transport is in enhancing "super capacitors" ( Supercapacitor - Wikipedia, the free encyclopedia ), (b). he is not thinking politically.

like mentioned just above, brazil leads in having flex-fuel vehicles ( dual fuel ).

it is not so much a question of efficiency but more of political will against capitalist economics...

i would say a combination of musharraf, imran khan and fatima bhutto will progress pakistan into socialistic society if not socialist, in the immediate term.

well, i never said that there is depletion in oil supply... i am talking about going away from petrol/diesel into ethanol ic engine usage to ultimately ethanol electric engine usage... and the political changes too.

    do go through above post.
