    Very good point, @Established_1965 , sometimes we have to put on other individuals' shoes to understand the things people do. Very good reminder, my friend. It makes me remember the time when I visited an island in the Philippines called Camuigin in 2012 with a group of friends. I was astonished at first seeing that there were children running around the beach where we were staying at having picnic ; the kids were literally running around with no clothes on. I had asked our Filipino tour guides what was going on and if the children had family members to care for them --- turned out that it was common in some rural areas of the Philippines where kids would wear the same clothes again and again, or if they were from a very poor family, it was common to see kids without even shoes, or even slippers to wear. I was really saddened to hear this from our tour guide.

    Where we were having our picnic, it was on a table and we brought all kinds of food that we had ordered from a nearby resort's restaurant: Lechon (roasted pig), pancit, tofu, rice, some kinds of noodle dishes, sweet rice cakes (the filipinos call it biko), we had ice cream, sweet bread, and coke, pepsi, sprite etc etc. I notice that the children were staring at us --- imagine a group of Japanese tourists --- eating and laughing. I eventually decided to call the kids over and offered them food . That's when you observe the character of Filipino people because they will resist at first, but if you offer again, they will accept. Those kids ate a lot, and i was happy to see that at least that day they had their bellies filled with food.

    So , yes, you're right. We have to be undrstanding of the desperation of people. At the same time, I would hope that the Vietnamese government would caution their fisher folk to follow international rules. The same way as I hope the Filipino government increase their resources for their poor people in the country side.
