Pakistan has excess amount of raw material used in the solar cells which is sold to China and they process and refine it and then sold on at a higher cost.I'm sure it's even more than 90%. Also I think what Fawad Chaudhary might be talking about is just assembly of solar panels which is nothing more than wiring two dozen or more solar cells together on a metal frame and have a small control box for over-current protection etc.
Manufacturing the solar cells is the real deal and that starts by extraction of silicon. Don't think we have any capability to do that.
'Manufacturing' of solar panels is just glorified assembling.
