PAKISTAN FOREIGN OFFICE - Is it a capable Department?

    Ministry of Foreign Affairs in Islamabad most certainly has extremely capable individuals working at all levels but I am always at a loss to think that as a department, is the Foreign Office capable enough to take on diplomatic offensives? Foreign office performance over the years has been nothing special. The Foreign Minister of PPP, Shah Mehmood Qureshi speaks robotically and is highly unimpressive and mostly apologetic. Sometimes the Foreign Office seems to be tied down by ISI. My question is that what steps, if any can be taken to make Pakistan Foreign Office more potent and effective especially in specialized diplomatic maneuvering required in a crisis that befalls our nation from time to time. How should the Foreign Office take the lead in managing Pakistan international affairs? How can it be proactive rather than reactive?

    Any workable suggestions from the worthy members of this forum?
