    Transgender representation

    For the first time, transsexual people would be counted separately, according to representatives of this historically recognised but often persecuted community in Pakistan.

    The forms had been printed well in advance of court decisions to include them in the count. Now enumerators have been informed that those surveyed will have three numeric choices for their gender: 1 for men, 2 for women, 3 for those who declare themselves transsexuals.

    Only nine languages

    Language is considered an essential tool in evaluating the makeup of multi-ethnic Pakistan but only nine of the country's estimated 70 will be listed, to the dismay of many communities.

    No regional languages from the sparsely populated Gilgit-Baltistan will be included nor will Gujrati spoken by some Muslim immigrants from India who believe the lack of recognition will drive their mother-tongue towards oblivion.

    Faith

    The census will provide an insight into the true number of religious minorities, especially Christians and Hindus.

    Estimates are approximate and disputed, ranging from 2 to 10 million for the former and 2.5 to 4.5 million for the latter.

    Citizens can declare themselves Muslim, Christian, Hindu or Ahmadi a branch of Islam considered heretic by the state.

    Otherwise, they can be ‘members of scheduled castes’ members of marginalised Hindu families, or ‘other’. There are no separate options for Sikhs, Parsis or Baha'i.

    Sanitary issues

    One box asks households how many toilets they have a particularly salient question in Pakistan, where the United Nations estimates up to 40 percent of people defecate in the open air with dramatic health consequences, especially for children.

    Nationality

    The census gives two nationality options: Pakistani or foreign.

    But the army, which would conduct a parallel count, plans to be more precise mainly because of the country's Afghan refugees who are accused of everything from terrorism to human trafficking.

    Many local officials fear Afghans could be counted as local and skew demography in favour of ethnic Pashtuns, whose political parties would benefit as a result.

    On the other hand, the estimated six million Pakistanis working abroad will not be counted.

    No information will be collected on internal migration necessary to assess the political weight of a province where many people have moved for economic reasons.

    This information would be the subject of a separate subsequent survey based on a large sample of the population, according to authorities.

    I appreciate the assistance of Pakistan Army who helped in conducting the census in the country... without efforts of Pak army it was not possible to complete the census... now it is responsibility of the government to show the real census data before the nation and every 10 years census process may timely be taken in the country so that no more delay be made in conducting the census...

    The government will release provisional results of the country's largest-ever population census by the end of July, Radio Pakistan reported.

    The information was shared by Chief Census Commissioner Asif Bajwa during a meeting chaired by Finance Minister Ishaq Dar in Islamabad on Thursday.

    Bajwa revealed that during Pakistan's sixth housing and population census, 151 districts of the four provinces, Azad Jammu and Kashmir, Gilgit-Baltistan and Federally Administered Tribal Areas (Fata) were covered.

    The first phase of the census ended on April 15, while the second phase was completed on May 25.

    Finance Minister Dar, meanwhile, said that the entire headcount was conducted in accordance with the set timelines.

    He said the last census was conducted in 1998 by the PML-N government and it was after a gap of almost two decades that the sixth census is being conducted, again by the PML-N government.

    The government has spent Rs18.5 billion on the census, of which Rs6bn was spent on army personnel and a similar amount on the PBS staff. The remaining Rs6.5bn was spent on providing transportation.

    The first census in the country was conducted in 1951, the second in 1961, the third in 1972 instead of 1971, due to political turmoil, and the fourth census was conducted in 1981. The fifth census, which was due in 1991, was conducted in March 1998 with help from the army. Under the Constitution, the government is supposed to conduct the census every 10 years.

    PM’s disqualification delays census results
    July 30, 2017

    ISLAMABAD - The disqualification of former Prime Minister Nawaz Sharif has delayed results of the much-awaited 6th population census, which was expected to be announced on July 31 after getting approval from the Council of Common Interests (CCI).

    “The provisional results of the 6th population census are ready, which will be presented before the CCI for approval before making it public, “said Habib Ullah Khan, a spokesperson for the Pakistan Bureau of Statistics (PBS) while talking to The Nation on Saturday.

    He said that the CCI was scheduled to meet on July 31 to approve the provisional census results. But the meeting has been postponed for an indefinite time after the disqualification of the former prime minister.

    He said that it was essential to get approval from the CCI as the census contains the data of the provincial governments. The CCI is a constitutional body, which resolves the disputes of power sharing between the federation and provinces.

    Khan said that the final results of the 6th population census would be completed by April or May next year, as according to the census plan. He informed that census conducted in entire Pakistan.

    Another official of the PBS said that they had conducted the census in a transparent manner with the help of the army. The international observers had shown satisfaction over the credibility and transparency of the exercise, he said.

    The delay in census results could hold-up the Election Commission of Pakistan’s plan for delimitation of national and provincial assembly constituencies on the basis of the new population count.

    The chief election commissioner had already noted that they will not be in a position to start work on fresh delimitations before obtaining the final census data.

    In a recent meeting with Chief Statistician Asif Bajwa, the chief election commissioner said it had now become impossible for the ECP to conduct elections on fresh delimitations, as the commission needed around seven months to carry out the process.

    The census was carried out after a gap of 19 years at a cost of Rs18.5 billion. The result of the ongoing census will be used for delimitation of constituencies, a division of fiscal resources and allocation of civil service quotas among the four federating units.

    The government had conducted the census in two phases. In the first phase, the census was carried out in 63 districts from March 15 to April 15. In the second phase, the exercise covered 88 districts from April 25 to May 25.

    According to reports, the government conducted its first census in 1951, the second in 1961, the third in 1972, the fourth census in 1981 and the fifth census was conducted in March 1998. According to the Constitution, it is mandatory to conduct census after every 10 years.

    Indefinite time? Hopefully as soon as new (permanent till election) PM takes over?

    If its postponed, was much policy and economic decision going to be based on the census results? That would be an issue.
