It depends upon when it logged into PAF registry and then the factory serial. It has happened with F-16s as well.

So it is possible that it’s
1 - first batch
19 - 19th built in the batch
But then it was added to PAF registry in 2022
But 07 which might have been undergoing additional testing or training wasn’t added to register until 2023
A bit strange serialization, However, 22-119 may mean year 2022's 19th aircraft while 23-107 may mean year 2023's 07th aircraft. Convincing?

No, that is not how serials work in PAF. We have similar examples in JF-17s as well. I could be wrong, but its when the aircraft is delivered to the PAF. I am guessing its happening when batches are delivered closer to the end of the year and thus the years are not in sync with the aircraft number.

Here is an example where the serial number was changed for K-3E probably because the delivery was delayed for whatever reason. Pre-delivery serial # for the 2nd AWACS was 11-002 in China but later updated to 12-002 once in PAF service.

Could be although PAF keeps factory registration at times such as for the F-16s
