Syria's oil has always been underdeveloped. Syria has a fairly small oil reserve. They get most of their oil from Russia which has a lot of surplus oil.

The Kurdish incursion in Syrian land was designed to take away the Oil wealth from Syria and make it poor
    similar way Venezuela faces poverty

Syria always had shortages before Arab spring. Lack of investment to develop oil fields. Kurdish oil has nowhere to go anyway. They have no access to sea and Turkey won't buy oil from them.
