It is a Western backed group, it is basically Northern alliance who overthrew Taliban with the help of US in 2001, so all anti Taliban forces basically support them. India is also one of the big supporter along with Tajikistan. Iran has also supported them in the past.
Bound to happen until the Talibs can get the economic entanglements in place with their neighbors to make it in the interest of those neighbors to not support undermining their regime. Mining and transit trade as well as international recognition are paramount for the survival of their regime. Otherwise it will be a slow motion breakdown as local areas are bought by outside forces.
A strong Afghan economy could also allow the Talibs to pay for garrisoning a large number of troops in the north and equipping them with the means to put down any rebellions as well as buying off local power brokers.
