I dont think anybody realistically expected the new COAS to come in and change anything much less punish those tied with Bajwas 6 years of terror. The entire institution is rotten, the sooner all Pakistani come to gripes with that, the better. Army reforms are badly needed.

Why is a general required to run ISPR.. a colonel could do the job just as well..

Nothing wrong with a general running the ISPR, but he needs to function as a manager to help the organization evolve and leave the press conferences etc to lower level spokespersons who can articulate the necessary message properly.

All of that aside, the most important thing to remember for the Khaki bureaucrats is that ISPR is secondary to the defence ministry. ISPR should stick to press conferences on strictly military matters and defer to the defence ministry (Elected government) for all other questions.
