    Lt-Gen Zubair Hayat appointed DG SPD

    ISLAMABAD: The Bahawalpur Corps Commander, Lieutenant General Zubair Mahmood Hayat, has been appointed as Director-General of the Strategic Plans Division (SPD), one of the most sensitive positions dealing with the country’s strategic programme and assets.


    The much-awaited replacement of Lt Gen Khalid Kidwai, who got 12 extensions since his retirement from the army, came about within a month of the appointment of new Army Chief General Raheel Sharif and Chairman Joint Chiefs of Staff Committee General Rashad Mehmood.

    Kidwai’s tenure as DG SPD was seen as a “never-ending” exercise with some people talking of his 13th extension as neither General Perviaz Musharraf nor General Ashfaq Parvez Kayani had replaced him for a record period.

    For all practical purposes, Hayat, currently serving as Bahawalpur Corps commander, has been appointed as SPD DG as both Army Chief General Sharif and Chairman JCSC General Rashad mutually agreed to bid goodbye to KK, who never allowed any one to poke nose in the sensitive area he was handling for so long.

    For all practical purposes, the SPD DG comes under Chairman JCSC, but the posting of a serving 3-star General to that position is the domain of the Army Chief.

    Lt Gen Hayat, who’s father Mohammad Hayat was also retired as Lieutenant General and his two brothers—Umer Hayat and Ahmed Hayat—are 2-star Generals, belongs to a soldiers’ family similar to Army Chief General Sharif.

    Top military circles say that COAS General Sharif appointed one of the best brainy, brave and bold Generals to be in charge of the country’s strategic assets in the shape of Lt Gen Zubair Hayat.

    Since Pakistan’s first series of nuclear tests in May 1998 during second tenure of Prime Minister Nawaz Sharif, it is the first time that Pakistan will have a new SPD DG as Kidwai continued to survive as SPD DG during all this period for one or the other reason.

    Some circles do not hesitate in saying that things would start taking new shape and progress with the arrival of new SPD DG Lt Gen Zubair Hayat, a dynamic personality to spearhead Pakistan’s strategic nuclear and missile programme.

    Lt Gen Zubair Mahmood Hayat commissioned in artillery regiment of Pakistan Army in early ‘80s’He has been chief of staff to a corps and is a graduate of Command and Staff College, Camberly UK and NDU Islamabad.

    He commanded an infantry brigade, division in the past and now, he was Bahawalpur Corps commander before moving in as DG SPD.After the appointment of Bahawalpur Corps Commander Lt Gen Zubair Hayat as SPD DG, there are three top positions to be filled in either by promotion of senior most 2-Star Generals to 3-Star Generals or reshuffling in the Army.

    Presently, the Army Chief would fill in the vacant positions of the Bahawalpur Corps commander, Inter-General Training and Evaluation (IGT and E) and Chief of Logistic Staff (CLS). The position of IGT and E has been lying vacant since elevation and appointment of General Raheel Sharif as Army Chief, while post of CLS has been lying vacant because of pre-mature retirement of Lt Gen Haroon Aslam on being superseded.

    Not sure about huge.. but whether by design or helplessness he left a footprint that is stale with bureaucratic mindsets that is full of mediocrity and stuffed chair mentality. Not to mention commission corruption in the form of pointless purchases of useless equipment. SPD is more about stamps and useless security protocols rather than fulfilling R&D potential.. or perhaps expensive bullet proof vehicles.

    If you recall I have despised bureaucracy .. even scent of it ... every where I went.

    Yet, Qidwai sb deserves a fair well for a job reasonably well done.

    @Oscar .. success is relative, failure is too. there is no such thing as good or bad. They are only relative measures.

    Now, enough .. I have some Indians and Iranis to troll.

    A top defence official has stepped down after supervising the country’s nuclear assets for nearly 14 years while turning down an official offer of an extension in job for the seventh time.
    Regarded as a veteran in Pakistan's defence and strategic sectors, Lieutenant-General Khalid Ahmed Kidwai has called it a day as director general for the Strategic Plans Division (SPD) ahead of the completion of his service contract.
    Kidwai has been replaced by Corps Commander Bahawalpur (XXXI Corps) Lt-Gen Zubair Mehmood Hayat. The slot of corps commander Bahawalpur has not immediately been filled in, military sources said.
    A brief military statement released here Wednesday confirmed that Kidwai was replaced by Hayat, but did not give any further details.
    Sources in SPD said Khalid Kidwai's one-year renewed contract was expiring on December 31, 2013, whereas the government wanted to give him an extension for the seventh time following the policy of continuing with the ex-general at SPD, considering his experience and expertise in the nuclear sector.
    However, the former general is learnt to have refused this offer, saying the military's newly elevated top command should be allowed to have the people of his choice elevated to the SPD DG position. Under the official rules, the prime minister of Pakistan can grant extension to the SPD DG with or without the recommendation of the chairman joint chiefs of staff committee (CJCSC).
    SPD sources said a summary for the grant of one-year extension to Khalid Kidwai was to be moved to the prime minister before the ex-military man refused to continue with his present assignment.
    Kidwai may get another important assignment related to the security and strategic affairs including that of PM's advisor on national security or a presidential advisor dealing with the strategic issues or "something like that," officials believed.
    Kidwai is Pakistan's longest serving boss in any defence or strategic establishment. He was placed in the strategic sector in 1998 and was made SPD DG in February 2000 when the then army chief Pervez Musharraf had set up a separate SPD establishment under the umbrella of National Command Authority. On October 6, 2007, following Kidwai's early retirement, Musharraf had appointed him as civilian SPD DG till December 31, 2008. Kidwai had proceeded on pre-retirement from the army after he was superseded following the elevation of General Tariq Majeed as CJCSC.
    As a civilian SPD chief, Khalid Kidwai got yearly extensions during Pakistan People's Party’s government.
    Under Kidwai's command, the SPD drafted its 10-point nuclear doctrine based on the policy of no first use or deterrence. The successful tests of Pakistan's short and medium range ballistic and related missiles in the recent years are all largely credited to Kidwai.
    In July 2008, Kidwai and Dr Abdul Qadeer Khan had locked horns after Khan accused the army and Musharraf of having hand in nuclear proliferation. Kidwai hit back to pay in the same coin. "We have solid evidence about Dr AQ Khan's involvement in the nuclear proliferation to three countries North Korea, Iran and Libya. This evidence could be shared with the members of a panel, which may consist of parliamentarians and judges," Kidwai had told a rarely addressed media briefing then, while proposing the constitution of an impartial committee to probe the nuclear scientist's accusations.
    Kidwai had also rejected Dr AQ Khan's allegation that the military, under Musharraf's command, had passed on centrifuges to North Korea in the year 2000.
    In an informal interaction with the journalists in December last year, the Secretary Defence Lt-Gen (r) Asif Yasin Malik had mentioned of some Western states, which, according to him, were against Pakistan's nuclear programme. Lt-Gen (r) Khalid Kidwai, SPD sources said, had contacted the secretary defence to tell that his statement was uncalled for and it could re-ignite the controversies attached to the nuclear programme.

    Pakistan has named a new leader for its Strategic Plans Division, which develops and safeguards the nation's nuclear arsenal.

    Prime Minister Nawaz Sharif reportedly gave final approval for Lt. Gen. Zubair Hayat's appointment as the army organization's director general. The Strategic Plans Division oversees all national offices engaged in nuclear-arms and missile activities.

    Defense insiders suggested Hayat's appointment took place at the behest of Gen. Raheel Sharif and Gen. Rashid Mehmoud, who last month respectively assumed the positions of Pakistani army chief of staff and chairman of the nation's Joint Chiefs of Staff Committee. Hayat is presently leading the Bahawalpur Corps of the Pakistani army.

    The officer would succeed Khalid Kidwai, a retired three-star general who has led the Strategic Plans Division since playing a central role in its 1999 creation. Kidwai is credited with the development of measures to defend Pakistan's missiles and atomic arsenal, as well as the Army Strategic Forces Command that now oversees an array of nuclear-capable battlefield missiles.

    The creation of the Strategic Plans Division centralized administration of Pakistan's various nuclear-arms offices in 1999, the year after the country conducted its first and only nuclear tests.
