Negotiation done by the government, Hezbollah just plays the role of leverage ... isreal already wanted to postpone the talks to post election which due to Hezbollah pressure was forced to comply anyway ... Hezbollah acting as serving Lebanon national interests, without its drones and threats no talk would have started in the first place and isreal would have started its production let alone to bother itself to talk but now even Udi Adiri has resigned ...
The reason of the rejection is Bibi and election ... but it could play as two edge of knives for them.
What Hezbollah done is just for the sake of Lebanon economy and interests so again these 2 are important for Lebanon not stupid childish request of starting a war but if isreali doen't respect Lebanon's right then things would get messy.

The Qana gas field is estimated to be worth only $3 billion. It will do nothing for Lebanese economy. Lebanon needs a chunk of the Karish field and the areas near line 29. Hezbollah is doing literally nothing besides dirty work of Iranians in the region. Trying to establish Persian Empire.
