No amount of cyber security can bring complete protection specially in Pakistan where too many semi literate people are using computers.
The only deterrent is to hack the sh** out of these baboons as a counter measure.
It is well known worldwide that Indian scammers have no shame. The only way to deal with them is to expose and humiliate them.

If Pakistanis don't do business with Indian organizations (or rarely do) then blocking Indian (real or spoofed IPs) directed to Pakistani IP addresses is the next best thing.

In some cases US federal agencies completely block sanctioned country IPs from NK, Iran, Russia and others.

There are "cyber intelligence service providers" in the US/UK who will provide malicious IP attack alerts to specific govt. agencies in Pakistan, whether HTTP web or SMTP mail traffic. Pakistani agencies may subscribe to those and block IPs below a certain "malicious reputation rating" or may wish to increase those threat alert feeds if current situation is not working.

Also - training govt. people in security awareness is important.

If people are falling prey to clickbait and clicking on ransomware and other malicious links in e-mail (giving hackers credentials to important IT accounts in critical installations) - then it is a rather precarious situation needing more security awareness.
