Again, not the same. He intended to kill him (PBUH) but GOD guided him to the truth as he heard the revelation which forever changed his life. Bear in mind, he even slapped his sister - that is how it came to the situation. The same man promised to highlight the truth of Islam in the spots where he oppressed brothers of Islam in person, and he instantly did it on the very those spots and even quarreled against oppressors for it. That shows he is man of the words. It is matter of the situation but the intention remains the same.
Whereas for u-turn, the fine example would be Quresh tribe who offered peace treaty with Prophet Muhammad (PBUH) and his community but intended to betray them and indeed they did betray them; deliberate and conceit. Fine example of u-turn. You promise one thing but you intend to do the opposite blatantly.
We have to keep in mind that Umar Ibn Al-Khattab (R.A) never wanted powers but he would defend Prophet Muhammad (PBUH) and Islam to 100% no matter what. He would never compromise the principles although he would tones his aggressive stances since that scared most of Muslims. Most importantly, the leadership was forced upon him, and his honesty came to the rescue as the peace treaty with Baghdad was finalized because the natives in Baghdad majority were Christians believed him because he was the man of the words by the reputation.
Whereas for Imran Khan, he wanted powers from the beginning. He even compromised for it. U-turned all of his political ideology to make his dream come true [powers]. U-turn decisions from the peace treaty to the appointment of economical advisor leaves the whole nation in confused and divided at the worst possible time. Hardly the responsible man in terms of marriage either which to the extent even refused to acknowledge the kid born out of wedlock - from his illegal affair.
