Govt has 4 choices.

1. Don't borrow money and cut spending.
2. Borrow money from someone else.
3. Negotiate with imf for better terms
4. Accept IMF terms and borrow thier money.

IMF is like a lender for broke people - they hold the power.

More taxation on salaried class is a no-go.
More taxes on energy should also be a no-go.

In my opinion we need to spend less. Cut all subsidies, sell the state owned enterprises, stupid hotels we own, stop giving land to military for housing projects and golf clubs - let them buy it at commercial rates.

We also need to tax those not paying taxes.

Federal govt is bankrupt, more tax increase will not change much because province get 58% share. Cutting spending mean federal govt will have to end many development projects which it will pay politically in election, like in Karachi.

Federal govt have some cards up its sleeve but stupidity of Imran Khan low petrol price disaster is in the way. Govt need to fix petrol levy at rs30 to tax extra Rs1 trillion which doesn't go towards provinces. With this money they can finance development projects without borrowing.

Tax officials. Courts / judges protect all criminals in Pakistan. They should not be allowed to intervene in tax matters as it's about survival of the state
