    LAHORE: The Pakistan Tehreek-i-Insaf (PTI) government claimed on Monday that former prime minister Nawaz Sharif was keen to go to London (for treatment), adding to speculation that something behind the scenes is going on in this respect.

    The Pakistan Muslim League-Nawaz (PML-N) has rejected the reports about any deal with regard to allowing Mr Sharif to go to London for treatment. However, it wants treatment of Mr Sharif in accordance with his medical reports at Services Hospital.

    “Nawaz Sharif is keen to go to London. His medical reports are normal but he wants to go to London,” Punjab Information Minister Fayazul Hasan Chohan said at an event here on Monday.

    When asked if something was going on between the Sharif family and the government, the minister said: “They (the Sharif family and PML-N) have been blackmailing the government with regard to the health of Nawaz Sharif. They want relief for the Sharif family. But after Sharif’s medical reports, it has been established that his condition is not serious as he had ‘just’ a small stone in his kidney which can be operated upon here.”

    In reply to another question that since Prime Minister Imran Khan had declared that he would not give NRO to the opposition leaders, the PML-N was reaching out to the establishment for the purpose, Mr Chohan said: “It is appealing to the government and other institutions but will get no relief.”

    Federal Information Minister Fawad Chaudhry told reporters in Islamabad that the medical reports of Nawaz Sharif did not provide ‘reasons’ for NRO for him.

    Earlier, Awami Muslim League chief Sheikh Rashid asked Imran Khan to take the nation into confidence if any deal with the PML-N was in the making. “I hope PM Khan will not mind as there are reports that PML-N and PPP are paying money for striking a deal with the PTI government. If it is true, please take the nation into confidence,” Mr Rashid said and added that PML-N president Shahbaz Sharif was active in cutting a deal.

    The Islamabad High Court will hear Nawaz Sharif’s bail application on medical grounds on Feb 6. Mr Sharif is serving a seven-year imprisonment in Al-Azizia Steel Mills case.

    The principal of Services Hospital, Lahore, Mahmood Ayaz, said on Monday that no suggestion regarding Mr Sharif’s treatment abroad had been discussed (among the medical board members). “The medical board will examine all test reports of him and then suggest his treatment in that light,” he said.

    Monday was the third day of Mr Sharif in Services Hospital. So far the tests detected a stone in his left kidney and suggested that he did not suffer angina in recent days.

    PML-N spokesperson Marriyum Aurangzeb told Dawn that “no backdoor” efforts were under way to secure a deal for the Sharif family.

    “It is mere propaganda of our political opponents. Had Mr Sharif wanted a deal he would not have come back from London to go to jail along with his daughter Maryam,” she said. “We want best treatment of Mian sahib in the light of his test reports,” she added.

    When asked that a couple of PML-N leaders like MNA Malik Pervaiz have asked the government to allow Mr Sharif’s treatment in London because he had his early heart treatments there, Ms Aurangzeb said: “We want best treatment of Mr Sharif.”

    Former National Assembly speaker Ayaz Sadiq said Mr Sharif was not well. “Mian sahib did not want to come to the hospital. He has heart complications but he is shifted to Services Hospital. Why was he not sent to the Punjab Institute of Cardiology?” he asked.

    When asked about any possible deal, Mr Sadiq said the former premier wanted to go back to jail.

    Now it is political established among sensibles that opposition does not want NRO.

    Make institutions strong, nonpolitical and independent. So that there would be no more weak references by NAB. No more loop holes in constitution etc.

    Let face the corrupt elites horrible consequences and make sure all the corrupts should have same treatment as common man facing in jail.

    Raise your voice against the VIP treatment of corrupt elites in jail. Make the life as hell for the corrupt. So that there would be awareness among masses against corruption and we can move toward strict punishment for the corrupt i.e death penalty. Capital punishment.

    Mushi should be punished to give NRO.

    Why not parliamentarian "politician" pass the strict constitution with 2/3 majority against corrupts elites that if corrupt convicted by the court then there will be only one punishment which would be death penalty.

    Politicians should make this policy first for the betterment of country, only after doing this then politicians will be able to tackle and pressurize military courts to adopt the same rule for corrupt military personals.

    representatives have to adopt strict policy first. Then rest would automatically adopt it.

    I don't know either establishment is trying to finish 18 amendment or not. But personally for me 18 amendment is curse for Pakistan.

    Just read my whole comment , i hope you can have better understanding.

    After 18 amendment 16 departments were transferred from federal government to provincial governments under the 18th Amendment with No further checking authority of federation on the performance of provincial govt. The abolition weakened the federation without necessarily strengthening the provinces.

    Few Departments For example
    1. Education

    Education was one subject devolved at the provincial level. This was done without thinking through that a) whether the provinces are equipped in terms of teachers, infrastructure, educationalists, etc, to develop courses and other related necessary base needed to take advantage and implement this devolution and b) whether all provinces equally have the aforementioned basic variables in place failing which this inclusion would inevitably lead to unequal standard of education in different provinces leading to disadvantage of those provinces lagging behind in many fields CSS being only one of them.


    Article 25A was inserted into the constitution: “Right to education: The state shall provide free and compulsory education to all children of the age of five to 16 years in such manner as may be determined by law.” The question stands vindicated by a report that states, “But two years on, the Punjab government has yet to introduce mechanisms for the implementation of the Article.” The direction to be given by a cohesive national, united ideology may/can be/has been compromised.

    2. Health
    The 18th Amendment created havoc in Pakistan by regulating health to provinces with no checking authority. The provinces are/were ill equipped to handle this critical area of social wellbeing and service to people. “The Drug Act of 1976, the law regulating pharmaceutical sector in the country, and the regulatory structures formed under it for registration, manufacturing, quality assurance of medicines and adjudication of contraventions, etc, also does not exist anymore under the 18th Amendment.”

    Pakistan’s markets sell fake pills, capsules, tablets, and syrups of all types, for every type of ailment, according to a report by CNN.

    When Yousuf Raza Gilani was the prime minister, the World Health Organisation (WHO) expressed concerns over the devolution of the ministry of health to the provinces via a letter.

    Conclusion:
    The implementation of the18th amendment required substantial changes in the existing legal, regulatory and policy frameworks on devolved and shared subjects. About 48 federal laws were identified which needed amendments to reflect the intent of the 18th amendment. Rules of Business at federal and provincial levels have been amended and a number of critical issues have been resolved. However, some issues still remain unsettled because of the lack of political will, policy disconnects and the absence of evidence-based strategies hampering the pace and process of transition management.

    When responsibilities were signed away by the federation without the infrastructure and mechanisms in place, the 18th compromised the national interests on many levels.

    Provincial autonomy and inclusiveness in governance should be the corner stone of a successful political dispensation. One can argue in favour of provincial autonomy however sans the mechanisms needed to make it work, minus the clarity in policies, route of operational funding, minus the skills in different fields needed to deliver, minus the skills needed, minus the will to bring it together at both provincial and federal levels, it is bound to fail.

    It would have been better had the learned minds instead of getting rid of 16 departments in one go had transferred this in phases, smoothing out the teething problems systematically as these brilliant minds went along instead of creating a mess.

    PTI should put the house in order on this front, but the fact is it will face with a strong opposition, even if a revisit is sought, one doubts anything much will come of it. Which pretty much leaves us with a constitution based on Act of India 1935, the Articles included and changed by Gen Zia and the 18th Amendment all joining together to create a recipe for disastrous governance.

    Let me do this:
    Pseudo intellectual PPP and haramkhor zalildari ruined the very basic system even health and education. Further more it would more divide Pakistani into ethnicity, in future any one can fuel this ethnicity in Pakistan. Right now panjabis are being blamed for every wrong doing. I don't want this ethnic division. We have to become one nation Pakistani only. If we really want to prosperous our country Pakistan.
