About the index
The Global Health Security (GHS) Index is the first comprehensive assessment and benchmarking of health security and related capabilities across the 195 countries.
The GHS Index is intended to be a key resource in the face of increasing risks of high-consequence and globally catastrophic biological events and in light of major gaps in international financing for preparedness.

Another useless BS ranking. USA at #1 in most categories and yet have a lower life expectancy than most European and many East Asian countries. Life expectancy of the US population has even recently fallen.

This study has nothing to do with the life expectancy in countries.
It has to do with how well a country is able to prevent, detect, respond to and treat diseases before they become an epidemic.
In other words, how well a country is prepared for epidemics and pandemics.

Kenya and Ethiopia above Switzerland and Norway in financing? o_O

The score for that category is not only defined by financing but also by other aspects (see table below).

And when you look at the questions below that were used to determine the score, then you will see that 'Financing' is not about how much money a country has, but if there is money allocated for, among other things, special fund for emergency services in case of a public health emergency.
That does however not mean that Switzerland spends less money on emergency services in general.
And if a public health emergency would happen, Switzerland would probably use money from the regular fund.
I do not think they need a 'special' fund.
