Yes, Pakistan complains about US weapon sales to India all the time, harping on the fact that such sales will cause an imbalance in the region. Not that US listens to Pakistan either, selling India billions in military equipment. And unlike Pakistan, they don't rely on "charity" on getting them. Who do you think US prefers to do business with?
In essence, Pakistan wants parity with India when it comes to US. It just burns Pakistan to no end that this is not so. From military sales to civil nuclear agreements to Kashmir, US is more apt to listen to India.
As for India complaining about F-16 sale, this is all par for the diplomatic course. The difference here is that India complains much more loudly than Pakistan.
