- The only sanctions the US has ever attempted on Egypt was to freeze some small deals.. but ended up resuming them.. Egypt also owns the full maintenance system of its 220 F-16s.. and makes most of the weapons and spare parts locally..
- France can't really sanction Egypt for 24 Rafales _it has never sanctioned Egypt before_ and there is a deal signed for 30 more Rafale with an option for 50 more.... maintenance is localized and enough weapons and spare parts were bought to last for a long time..
- On top of all this.. Egypt operates 50 Mig-35, 30 SU35SE and 20 Mirage 2K..
There is never a "never" in international relations.
Turkey has even more advanced facilities to sustain their F-16s and for as long as the American support was there, they could even enhance but now find themselves extremely constrained in modernizing their own fleet simply because the interests no longer converge.
French don't have to sanction, they can simply raise the cost of support. Nobody else can provide sustainment for Rafale. It does not take a lot for the Western block to align very quickly as seen in the case of Turkey, a NATO member.
You take out the American and French assets, EAF becomes extremely constrained.
Also when you say it cannot happen, keep in mind that all it takes is one government change for this "never" to be negated. All this gear is good for beating up insurgents and pushing back on Turkey etc., because the western block approves it, but as an example, were things to get hot with Israel then this "never" would fizzle out in a heartbeat.
