The narrative may be biased but it's also indeed true that China is facing challenges like tight local government finances and aging population.

400mil people will be above 60 and state pension will run dry by 2035 if nothing is done, strict Covid controls putting a strain on local finances etc; these studies are done by the Chinese themselves. At the end of the day, unpopular measures have to be taken.

But to be fair, it's not only China facing these issues. Singapore just raised the consumption tax because of projected increase in healthcare spending. France just raised the retirement age by 2 years, which sparked massive protests across the country.

Public health is regional government subject in India. Municipalities run medical colleges also here.

In Indonesia, local province governments do contribute on medical, they build many hospitals and medical centers. Some of the rich provinces also have medical insurance as well. Central Government also has many hospitals and medical centers as well as nation wide health insurance.
