Could be a gift in a sense that, Chinese wanted one inside Pakistan , so they let Pakistan deploy one paid for by China and in-return Pakistan share all the surveillance data.

One thing that most of the people who are getting swept up in its hype have forgotten: this means that NECOP is a failure. it was established for this purpose, to develop radars and defence electronics. billions of rupees invested into it, hundreds of their guys trained by CETC, and not even a small FMCW have been built by them. but no one will bat an eye, because it is under NESCOM's umbrella (military u know), and now their new DG has failed to do any development in this regard and wants to turn it into an IC design house, to cover his failure. Funnily enough, the guy has failed in this as well, and the only ICs he is showing off have been developed by FAST.

This gift is nothing to be proud of, rather the leadership of NECOP including current and former DGs should and must be held accountable.
